The Christina Owens Scholarship Foundation, Inc. is a non-profit corporation established in 1996 by Christy’s Harlan High classmates with the sole purpose of raising funds for and awarding scholarships to deserving students of the Harlan Independent School System. The scholarship awards are provided by the Foundation's endowment. The Foundation owes its existence to the support of generous members of the community who have given of their time, expertise, and money to make this award possible.

The Foundation prides itself on focusing income on both endowment and scholarship, rather than operating expenses.

The Foundation commits to a conservative investment policy.  Currently, our endowment is spread through a portfolio of stocks, bonds, and money market/checking accounts, thus, providing both growth and income for scholarships to come.
